Oddly enough the same companies who only offer a Full Out / Empty Return car hire fuel policy at the airports, offer Full/Full in city / downtown locations ?
It would appear that because the airport is so competitive and a ¨captive audience¨ they offer low rental rates, but make more profit on the fuel in some cases than the actual rental fee.
